The question of whether the Russian drone incursion was a “mistake” or a deliberate “message” is at the heart of the current crisis, and President Donald Trump’s words on the matter are defining the initial U.S. stance. By leaning towards the “mistake” theory, he is signaling a preference for de-escalation.

This choice of words is highly consequential. Defining the act as a deliberate message from Moscow would necessitate a strong, punitive response and would dramatically increase the risk of a direct conflict. It would frame the event as an act of aggression.
